“Rashtriya Vayoshri Yojana”, a scheme for providing Physical Aids and Assisted-living-Devices for Senior citizens belonging to BPL


Scheme Details:-

The Scheme aims at providing Senior Citizens, belonging to BPL category and suffering from any of the age-related disability/ infirmity viz. Low vision, Hearing impairment, Loss of teeth and Locomotor disability, with such assisted-living devices which can restore near normalcy in their bodily functions, overcoming the disability/ infirmity manifested.

This is a Central Sector Scheme, fully funded by the Central Government. Under the scheme, the following Aids and Assisted-Living Devices will be provided to eligible elderly beneficiary senior citizens, depending upon their physical impairment:-

1.      walking sticks

2.      Elbow crutches

3.      Walkers / Crutches

4.      Tripods / Quadpods

5.      Hearing Aids

6.      Wheelchair

7.      Artificial Dentures

8.      Spectacles

Eligibility criteria:

1.      The applying Senior citizens should be belonging to BPL category.

2.      The Devices will be provided depending upon their physical impairment.

O R D E R:


As a welfare state, it is the responsibility of the state to safeguard the interests of its subjects, as guaranteed by the Constitution of India. Persons with special needs are not exceptional to this. Andhra Pradesh is one of the frontline states in safeguarding the interests of Differently Abled persons in the state.


2. The State has since long been pioneering in introducing new schemes for the welfare and progress of Differently Abled. Now, keeping the mobility needs and need to boost up high self esteem and repose confidence in them. The Government have decided to supply high-end mobility appliances at free of cost to the severely Orthopedically Challenged in the State who are pursuing P.G./Professional courses and to those who are engaged in self-employment. Orders have also been issued in the references read above providing necessary budget for supply of the mobility appliances.


3. Government have also been decided to issue Operational Guidelines for procurement and supply of Retrofitted Petrol Scooters (3-wheel)/ Battery operated Wheel-chairs for the severely Orthopedically Challenged students pursuing P.G./Professional courses and for self-employed.


4. Accordingly, Government hereby issues the Operational Guidelines (Annexed to this order) to be followed by the Managing Director, A.P Differently Abled and Senior Citizens Assistance Corporation for procurement and supply of Retrofitted Petrol Scooters (3-wheel)/ Battery operated Wheel-chairs for the severely Orthopedically Challenged students pursuing P.G./Professional courses and for selfemployed.


5. The Managing Director, APDASCAC shall take necessary action to procure and supply Retrofitted Petrol Scooters (3-wheel)/ Battery operated Wheel-chairs to the eligible severely Orthopedically Challenged who are pursuing P.G./Professional courses and engaged in self-employment.

Operational Guidelines for sanction of Retrofitted Petrol Scooters (3-wheel)/ Battery  operated Wheel-chairs for the severely Orthopedically Challenged students pursuing P.G./Professional courses and for self-employed.

The following shall be called as Operational Guidelines for procurement and supply of Retrofitted Petrol Scooters (3-wheel)/ Battery operated Wheel-chairs for the severely Orthopedically Challenged students pursuing P.G./Professional courses and for self-employed.


I. ELIGIBILITY CRITERIA


Persons seeking support under this scheme shall meet the following criteria


1. should be having Loco-motor disability. 


a. Not less than 80% for sanction of retrofitted petrol scooters


b. Not less than 80% for sanction of Battery Operated Wheel Chairs


(disability claim shall be supported by a valid SADAREM certificate)


2. should fall under the BPL family group and covered in the age group of 18-40 years;


3. should be pursuing P.G/Professional course as on the date of application or should have been engaged in self employment for not less than 3 years and be possessing minimum educational qualification of 10th Class (pass);


4. should be possessing valid driving license issued under Motor Vehicle Act as on the date of application;


5. applicant should be the native of Andhra Pradesh state as on the date of application.


6. Severely Orthopedically Differently Abled persons seeking mobility aid support shall be having the following physical parameters viz.,


(a) having both the lower limbs are weak or completely lost due to amputation, the upper limbs (both) should be strong enough to drive the vehicle (first preference shall be given to


this category) or


(b) having severe disability but are managing to walk with the support of crutches/callipers/artificial limbs, their both upper limbs should be strong enough to drive the vehicle


(c) Should be eligible for grant of valid driving license of two wheeler motor cycle under Motor Vehicle Act 1988.


(d) Shall submit Medical Fitness certificate obtained from any govt civil surgeon of orthopaedics dept declaring no objection for Driving retrofitted scooter by the applicant.


(e) Persons having mental retardation /illness are not eligible.


7. one person can apply one application only from any one of the districts in the state to which he or she belongs;


8. shall opt for sanction of either Retrofitted Petrol Scooter (3-wheel) or Battery operated Wheel-chair as per the individual’s mobility needs and opinion of the medical expert, at the time of application by the individual;


9. each individual shall be eligible to receive Retrofitted Petrol Scooter (3-wheel) or Battery operated Wheel-chair only once in his or her lifetime;


II. RATIO OF DISTRIBUTION OF VEHICLES:


1. Out of total sanctioned units by the government and out of each consignment of vehicles received for distribution, the distribution of vehicles shall done on the basis of 60:40 ratio between the persons pursuing P.G/Professional courses and those engaged in self employment. In case of non availability of eligible candidates under self employed category, the undistributed units shall be given to the leftover eligible candidates under PG/Professional Course category and vice versa in the district. If eligible candidates under PG/Professional Course category also not available in the district, then the Managing Director may take a decision to re-allot them to other districts as per the requirement.


2. The District will be the unit for allotment and selection. The MD shall divide the total number of units into district wise targets.


3. The SC/ST beneficiaries will have provision as per statutory ratio. In case of eligible beneficiaries are not available under SC/ST, the Unit shall become open for allotment. There shall be 33% reservation for women among the


total units, which can be allowed to be allotted to others only upon non availability of eligible women beneficiaries


4. In case of heavy competition among eligible students, preference shall be given to the students whose leftover period for completion of the course is more and to those who are coming from remote areas.


III. PROCEDURE FOR APPLICATION:


1. Managing Director, APDASCAC shall issue a centralized notification inviting applications from the severely Orthopedically Challenged individuals in the state for supply of Retrofitted Petrol Scooters (3-wheel)/ Battery operated


Wheel-chairs. 


2. Applications shall be received from the eligible individuals through online only. Managing Director, APDASCAC shall make all necessary arrangements to receive applications through a centralized online system


in a prescribed format. From the date of notification minimum of one month time shall be given to receive applications from the prospective beneficiaries.


3. Managing Director, APDASCAC shall develop a standard application format for this purpose by involving senior officers from the department for Welfare of Differently Abled and Senior Citizens, APDASCAC and technical


agencies like NIC etc.


4. Due care shall be taken while developing the application format to obtain all such information necessary to verify the candidate’s eligibility as per the given criteria and such other information as deemed necessary at the time


of selection of beneficiaries.


5. All claims made by the candidates, like percentage of disability, local status, medical fitness, etc shall necessarily be supported by self-attested documents.


6. The possibility of submission of applications through Mee-Seva may be explored from the angle of convenience to the candidates residing in remote areas.


7. To obtain data of students pursuing PG/Professional courses the Universities/reputed Educational Institutions in A.P. State shall be addressed besides obtaining the data from the Welfare Departments


which are sanctioning Scholarships/Fee Reimbursements to the said courses.


8. Applications received shall be shortlisted district wise by the M.D., APDASCAC as per the eligibility and transmitted to the District Collector concerned while retaining a set of copy in the Head-office.


IV. SELECTION OF BENEFICIARIES


1. District Level Committee shall be constituted under the Chairmanship of District Collector concerned with the following members for selection of beneficiaries along with waiting list. The list of selected beneficiaries along


with the waiting-list to be sent to the M.D., APDASCAC for finalization:


a. District Collector - Chairman


b. Project Director, DRDA - Member


c. Deputy Transport Commissioner - Member


d. District Officer of Social Welfare Dept - Member


e. District Officer of B.C. Welfare Dept - Member


f. District Officer of Tribal Welfare Dept - Member


g. Project Director, Women and Child Welfare - Member


h. Asst. Director, Welfare of Differently Abled & Sr.Citizens & Ex- Officio District Manager, APDASCAC - Member Convenor


2. The District level committee shall scrutinize the applications sent, verify antecedents of the candidates, make physical inspections and conduct interviews as deemed fit, in order to compile a final list of selected candidates along with a waitlist in line with the district target fixed.


V. SELF DECLARATION AND PENAL PROVISION:


1. A statement of self-declaration shall be incorporated in the application to be developed by the Managing Director, APDASCAC;


2. If any applicant furnishes false information or any alternations (Conversion of the 3 wheeler into 2 wheeler) are made to the vehicle sanctioned under the scheme, the beneficiary is liable for legal action initiated by the Corporation. Under such circumstances recovery (vehicle/cost) will be made from the beneficiary.


VI. PROCUREMENT:


1. The Managing Director, APDASCAC shall, simultaneous to the notification issued for applications from the beneficiaries, take action to initiate the process for procurement of Retrofitted Petrol Scooters (3-wheel)/ Battery


operated Wheel-chairs from reputed companies.


2. The Managing Director, APDASCAC shall, in consultation with technical experts develop standard technical specifications and type of vehicle i.e with or without gears, 50 cc or less capacity, facility of electronic starter etc, before


inviting tenders for procurement of Retrofitted Petrol Scooters (3-wheel)/ Battery operated Wheel-chairs from open market.


3. The Managing Director, APDASCAC shall take all measures to complete the entire process of procurement and post procurement verification of goods by confirming that the goods supplied are in conformity to the specification sagreed in the work order, in most transparent manner, as per procurement rules applicable.


4. The Transport Department has to be actively involved, since it is a key functionary for registration of Vehicle, Grant of license, to declare the vehicle as invalid carriage so as to get the benefit of exemption of life tax.


5. The Central Excise Commissioner may be requested for exemption of excise duty.


6. Retrofitted Petrol Scooters (3-wheel) shall be procured through open tender system/ e-procurement/ALIMCO in consultation with the AP State Transport Department. The Accessories of the three-wheeler (conversion kit) sourced by the company/ALIMCO should be in conformity with the norms of the AP State Transport Department.


7. Battery operated wheel chairs, may be procured from ALIMCO, (Artificial Limb Manufacturing Company) Kanpur, so as to get the discount prices for wheel chairs on placement of bulk orders.

Application for SANCTIONING SPECTACLES TO SENIOR CITIZENS

Operational Guidelines for sanction of SANCTION OF SPECTACLES TO SENIOR CITIZENS


It is decided to supply Spectacles to Senior Citizens as per the Action Plan 2017-18. The Assistant Directors, Department for the Welfare of Differently Abled & Senior Citizens / District Managers A.P. Differently Abled & Senior Citizens Assistance Corporation here by instructed to follow the below guidelines while distributing the Spectacles to Senior Citizens Person with utmost care.

  • It should be sanctioned to those Senior Citizens whose monthly income does not exceed (i) Rs. 15,000/- P.M, half of the cost of instrument to those monthly income from (ii) Rs. 15,001 P.M to Rs. 20,000/- P.M and collecting full cost to those monthly income of (iii) Rs. 20,001 P.M and above (as per the guidelines of Govt. of India) under Adip Scheme.
  • It should be sanctioned to the persons of age 60 and above.
  • Assistant Directors, Department for the Welfare of Differently Abled & Senior Citizens/District Managers should maintain record of the beneficiaries for Spectacles so as to avoid double claims/false claims.
  • Every Senior Citizen beneficiary has to submit Income Certificate, Medical recommendation not below the rank of Assistant Civil Surgeon Certificate, Aadhaar Card and Cell Number etc,.
  • The Spectacles should be distributed through Assistant Director’s, Department for the Welfare of Differently Abled & Senior Citizens/District Managers, A.P. Differently Abled & Senior Citizens Assistance Corporation.
  • All the Assistant Directors, Department for the Welfare of Differently Abled & Senior Citizens/District Managers, A.P. Differently Abled & Senior Citizens Assistance Corporation should maintain applications received in a year with them and only eligible with details of requirement of Spectacles has to be submitted to Head Office.
  • If any information is found incorrect at later date, the Senior Citizen is liable for any legal action by the Corporation and they have to return the instrument or cost of the instrument.
  • This item will be issued to the individual once in life time.

Application for SANCTIONING M.C.R. CHAPPALS TO SENIOR CITIZENS

It is decided to supply M.C.R. Chappals to Senior Citizens as per the Action Plan 2017-18. The Assistant Directors, Department for the Welfare of Differently Abled & Senior Citizens / District Managers A.P. Differently Abled & Senior Citizens Assistance Corporation here by instructed to follow the below guidelines while distributing the M.C.R. Chappals to Senior Citizens Person with utmost care.

It is decided to supply Hearing Aid to Senior Citizens as per the Action Plan 2017-18.
